As luck would have it, when we toured DC for 2 days it was 100% humidity. ( that means rain) We still had a great time. We rode in a tour bus that had an open top, but was too wet to ride up there. We also saw the Lincoln Memorial, the Holocaust Memorial Museum, and part of the Smithsonian Institute.
If you can't see the rain on the street maybe the umbrella will convince you it was raining in DC.
Nothing like finishing our tour of DC with some great Italian Pizza.
